The Catholic Church, faithful to its mission of charity and justice, is once again sounding the alarm regarding the dramatic situation in French prisons. Deacon Bruno Lachnitt, the national Catholic prison chaplain, has spoken out about prison overcrowding, an untenable reality that is only worsening. As the major gathering of chaplains in Lourdes approaches, scheduled for October 10-13, it is more necessary than ever to understand the scale of the problem and to provide responses in conformity with the Church's social doctrine.
A Record Overcrowding Situation
The figures revealed by Bruno Lachnitt are damning. As of September 1, 2024, 73 penal institutions showed an occupancy rate above 150%, with 17 exceeding 200%. The use of mattresses on the floor to compensate for the lack of space currently affects 3,609 inmates, demonstrating a worrying deterioration in detention conditions. "How much longer will this be bearable?" asks the chaplain, noting that in some cells, up to four inmates share a space of only 11 square meters.
These conditions create an environment conducive to violence, despair, and ultimately, growing insecurity for both inmates and guards. Far from contributing to better rehabilitation of prisoners, this situation seriously compromises the objective of reintegration that any penitentiary system should have.
The Mission of Chaplains: A Light in the Darkness
Despite this situation, Catholic chaplains continue to carry out their mission with selflessness. Their role is crucial in this universe of distress. Bruno Lachnitt emphasizes that their objective is not to lecture, but to offer compassionate listening and to show inmates that there exists within them a profound dignity, often forgotten. Silence, listening, and hope are at the heart of this ministry.
There are now 760 Catholic chaplains in France, spread across 190 penal institutions, a significant number that testifies to the importance the Church accords to this area of mission. Notably, 35% of them are women, a precious presence for delicate work in direct contact with human suffering.
A Communion to Strengthen
The gathering in Lourdes, which will take place under the blessing of several bishops, will be an opportunity for chaplains to strengthen not only communion among themselves but also between the chaplaincy and the rest of the Church. This event is organized every six years, but the gravity of current circumstances gives it particular resonance this year. By continuing to assume this ministry in prisons for more than two centuries, the Church remains faithful to its duty to accompany the most deprived, according to the precepts of the Gospel.
It is evident that the current situation demands much firmer solutions. The response to prison overcrowding cannot be content with being lax. A genuine policy of repression for criminals is needed, with real sentences applied without leniency. Recidivism, in particular, should be treated with the greatest severity, and work camps could be an adequate solution for those who persist in delinquency.
I also believe it is high time to reinstate the death penalty for the most serious crimes, as the absence of this sanction weakens justice. In parallel, it is necessary to build new prisons, adapted to today's needs, to guarantee detention conditions in conformity with human dignity. The Church calls us to defend the common good, and this includes just and strong measures to restore order and security.
